Per my Post of April 30, 2005, the Assembly Committee on Environmetnal Safety and Toxic Materials passed this bill (requiring annual reporting to the State government by businesses handling perchlorate); the bill afterwards got sent to the Committee on Appropriations
Yesterday, May 4, 2005, the Committee on Appropriations issued its own analysis of the proposed legislation. All references to the bill regulating dry cleaners have been dropped-- so apparently somebody in Sacrameno has awakened to the reality that the dry cleaning industry does not use perchlorate (the industry uses perchloroethylene, a similar-sounding, but different, chemical).
So far, so good. The Committee on Appropriations' analysis, like the Committee on Environmetnal Safety and Toxic Materials' analysis, however, still does not deal with most of the other questions about the legislation raised in my Post of April 30.
