According to Reuters, yesterday Assembly Member Lori Saldana (D-San Diego) introduced a bill that would require cell-phone makers to phase out by 2008 the use of certain hazardous materials in the manufacturing process. Saldana's bill mirrors the view of Californians Against Waste:
About 70 percent of toxic heavy metals found in landfills come from electronic products, which may contain lead, cadmium, chromium and mercury, according to Californians Against Waste.
"This brew of toxic substances can damage nervous, kidney and reproductive systems, while some of the metals contain carcinogens," according a statement released by the group.
A check of the California State Assembly Legislative Portal, however, does not show the text of the bill as yet. Once the details of the bill are posted, I'll let you know.
